What the Battery Regulation is

Regulation (EU) 2023/1542 replaced the old Batteries Directive and governs the full lifecycle of batteries on the EU market — from composition, origin and carbon footprint to collection, reuse and recycling. It also introduces the first MANDATORY digital product passport in the entire EU regime — the battery passport, mandatory from 18 February 2027.

Battery passport

From 18 February 2027, every electric-vehicle (EV) battery, every light-means-of-transport (LMT) battery and every industrial battery above 2 kWh must carry a registered passport to be sold in the EU.

Carbon footprint

A mandatory declaration of the battery's carbon footprint, phased in by category — the basis both for transparency and for future thresholds.

Recycled content

Declaration and phased minimum levels of recycled content for cobalt, lithium, nickel and lead — the data becomes visible in the passport.

Supply-chain due diligence

Due-diligence obligations for critical raw materials — the origin and impact of cobalt, lithium, graphite and nickel.

Key dates

18 August 2025

Supply-chain due-diligence obligations take effect for larger economic operators.

18 February 2027

The battery passport becomes mandatory — the first hard deadline in the entire DPP regime. The EU's central registry has been live since 20 July 2026.

Phased to 2028

From 2031

It is the EU regulation governing the full lifecycle of batteries — composition, carbon footprint, due diligence, collection and recycling — and introducing the mandatory battery passport. It replaced the previous Batteries Directive.
